Articles 4, 5, and 8 of the "Regulations Governing Leave for Contract Employees of the Executive Yuan and its Affiliated Central and Local Agencies" were amended and promulgated by the Executive Yuan on April 22, 108 (2019), with Order No. Yuan Shou Ren Pei Zi No. 10800324321.

Explanation:

1. In accordance with the Executive Yuan's Order No. Yuan Shou Ren Pei Zi No. 10800324332 dated April 22, 108 (2019), with one copy of the original order and its attachment enclosed.

2. The key amendments to these regulations are as follows:

(1) For compensatory leave days that contract employees are required to take (i.e., 14 days), if they are unable to take them due to official duties and with the approval of their superiors, agencies may, depending on their financial situation, grant them overtime pay for unused compensatory leave or provide other forms of reward.

(2) The number of compensatory leave days to be taken, compensatory leave subsidies, and overtime pay for unused compensatory leave shall be handled in accordance with the Regulations Governing Leave for Civil Servants or other civil servant laws and regulations.

(3) Effective date of the articles (effective from January 1, 109 (2020)).

3. The Taoyuan City Government, considering the equity of internal personnel rights and interests within agencies, will, starting from January 1, 109 (2020), issue overtime pay for unused compensatory leave and compensatory leave subsidies to contract employees in the same manner as for civil servants. Agencies and schools are requested to allocate the relevant budget and funds accordingly.
