(1) Teacher Qualifications:
1. Full-time teachers within the establishment of public schools (excluding remote, outlying island, indigenous areas, and small schools with 12 classes or fewer).
2. Must have at least 3 years of teaching experience, and possess relevant educational administration knowledge, professional expertise, and practical experience.
3. Must have enthusiasm and be responsible for educational administrative work.
