To inform you about the Ministry of Personnel's letter regarding civil servants who contract Severe Special Infectious Pneumonia (hereinafter referred to as COVID-19) due to their duties, and who are isolated for home care according to the regulations of the Central Epidemic Command Center. If they undergo (remote) medical treatment or are sent for medical treatment, they may be eligible for慰問金 (consolation payment) in accordance with the "Regulations on the Issuance of Consolation Payments for Accidental Injuries and Deaths of Civil Servants on Duty" (hereinafter referred to as these Regulations).
Explanation:
1. In accordance with the Ministry of Personnel's letter dated June 13, 111 (2022), ref. No. Bu Tui Wu Zi Di 11154486951, and with a copy of the original letter attached.
2. The Taoyuan City Government's letter dated July 6, 110 (2021), ref. No. Fu Ren Gei Zi Di 1100161995, forwarded the Ministry of Personnel's interpretation, stating that those who contract COVID-19 and become ill may be eligible for consolation payments under these Regulations. Furthermore, if they are transferred to a centralized quarantine facility (including epidemic prevention hotels), it is considered equivalent to hospitalization for treatment, and consolation payments will be issued.
3. In view of the characteristics of the Omicron variant, the Central Epidemic Command Center adjusted the criteria for admitting COVID-19 confirmed cases based on their severity in April 111 (2022). Mild or asymptomatic cases are now managed with home care. If medical needs arise, video consultations, remote medical treatment, or transfer for medical treatment may be arranged. However, if these home care arrangements do not involve actual hospitalization or are not deemed by the competent authority as isolation for treatment, it is difficult to consider them as meeting the intent of these Regulations and the aforementioned letter for the issuance of consolation payments.
4. Therefore, if a civil servant contracts COVID-19 due to their duties and undergoes (remote) medical treatment or is sent for medical treatment by a qualified hospital (medical institution) during their home care period, they may submit relevant documents such as a diagnosis certificate issued by a qualified hospital (medical institution) to prove the treatment. Based on the number of treatments or the situation of hospitalization for medical treatment, consolation payments will be issued in accordance with the standards set forth in these Regulations.
