To inform you about whether civil servants on leave of absence can apply for English proficiency test subsidies.
Explanation:
1. In accordance with the letter from the Directorate-General of Personnel Administration, Executive Yuan (hereinafter referred to as the Directorate-General) dated September 29, 111 (2022), No. 30290132, with one copy of the original letter attached.
2. According to the previous letter from the Directorate-General of Personnel Administration, Executive Yuan (hereinafter referred to as the former Directorate-General) dated February 7, 96 (2007), No. 0021991, only those who voluntarily apply for leave of absence for full-time study are eligible for subsidies from the agency for participating in English proficiency tests during their leave of absence.
3. In order to comply with the interpretation of the Ministry of Civil Service letter dated August 29, 111 (2022), No. 11154849531, which relaxes the provisions for civil servants on leave of absence according to Article 5, Paragraph 1, Subparagraphs 1 to 6 of the Regulations Governing Leave of Absence for Civil Servants (hereinafter referred to as the Regulations) and the order of the Examination Yuan and the Executive Yuan dated June 29, 110 (2021), allowing them to engage in further studies during their leave of absence. Therefore, in accordance with Article 4, Paragraph 1, Subparagraphs 2 and 3, and Article 5, Paragraph 1, Subparagraphs 1 to 6 of the Regulations, and the aforementioned order of the Examination Yuan and the Executive Yuan, civil servants on leave of absence may be granted subsidies for English proficiency test fees by their respective agencies based on the availability of budget and funds. It is advisable to issue the subsidy after they return to their positions. The aforementioned previous letter from the Directorate-General and previous interpretations from the Directorate-General (including the former Directorate-General) that are inconsistent with the above shall cease to apply from September 29, 111 (2022).
