Attached is an explanatory order regarding Articles 8 and 9 of the Ministry of Education's "Teacher Leave Regulations".

Details:
1. In accordance with the Ministry of Education's official letter No. 1110089830B dated November 17, 2022, with a copy of the original letter and attachment provided.

2. According to the Ministry of Education's official letter No. 8901275 dated February 10, 2000, internship teachers engaged in educational internships after the promulgation and implementation of the Teacher Education Act are part of the teacher education process. They are required to undergo educational internships under the guidance of supervising teachers and are in a learning phase, not actually employed. Therefore, their internship years cannot be counted towards teacher leave. For the sake of equity, the years of service as substitute or代理 teachers, after being credited as educational internship years, also cannot be counted towards teacher leave when obtaining a qualified teacher status and concurrently holding an administrative position. Furthermore, the Ministry of Education's official letter No. 0940079158 dated July 1, 2005, considering the intent of the aforementioned official letter dated February 10, 2000, stipulated that the years of service as probationary teachers, after being credited as educational internship years, cannot be counted towards teacher leave when obtaining a qualified teacher status and concurrently holding an administrative position.

3. Based on the above, this order clarifies that for public elementary and secondary school teachers, the years of service as probationary teachers, substitute teachers, or代理 teachers prior to their current position, which have been credited as educational internships, cannot be counted towards leave for concurrently held administrative positions, for the sake of equity.
