In response to the "Regulations Governing the Service of Civil Servants of the Executive Yuan and its Affiliated Central and Local Agencies (Organizations)" (hereinafter referred to as the Service Regulations), which will take effect on January 1, 112 (2023), the Directorate-General of Personnel Administration, Executive Yuan (hereinafter referred to as the Directorate-General) has forwarded a Q&A document regarding related matters.

In response to the "Regulations on Working Hours of Civil Servants in Executive Yuan and its Affiliated Central and Local Agencies (Organizations)" (hereinafter referred to as the "Working Regulations"), which came into effect on January 1, 112 (2023), the Directorate-General of Personnel Administration, Executive Yuan (hereinafter referred to as the "DGPA") has forwarded a Q&A document regarding related matters.

Explanation:
1. This is handled in accordance with the official letter from the Department of Personnel, Taoyuan City Government, which was submitted to the DGPA on February 20, 112 (2023), with reference number "Zongchu Peizi No. 1123024431". A copy of the original official letter (including attachments) is attached.

2. To implement the spirit of the interpretation of the Grand Justices No. 785, which protects the health rights of civil servants, the Executive Yuan, in accordance with the provisions of Article 12, Paragraphs 3 and 6 of the Civil Service Act, has formulated and promulgated these Working Regulations on December 21, 111 (2022). These regulations stipulate the exceptions for the maximum overtime hours for civil servants in the Executive Yuan and its affiliated central and local agencies (organizations), as well as matters related to rest for personnel who work in shifts.

3. Given that the new system for working hours and rest has just been implemented, please comply with the relevant provisions of the Working Regulations. Furthermore, please pragmatically review the reasonableness and necessity of overtime for your subordinates. By means of reviewing non-essential duties, simplifying business processes, and adopting informatization or outsourcing, while maintaining administrative efficiency and service quality, gradually reduce civil servants' overtime hours and protect their health rights.
