Taoyuan City Government has amended the "Standard Table for Remuneration and Salary Point Conversion Rates for Appointed and Contracted Personnel in Subordinate Agencies, Schools, and Mountainous Areas of the City" by one copy each, and it will take effect retroactively from January 1, 114.
Explanation:
I. Regarding the Executive Yuan's adjustment of the salary for civil servants, military personnel, and teachers in the year 114 and the amendment of the "Key Points for Salary Payment for Civil Servants, Military Personnel, and Teachers Nationwide," the Taoyuan City Government has already notified this matter via the letter of the Taoyuan City Government, Personnel and Remuneration Bureau, No. 1140108210, dated April 24, 114 (attached).
II. The remuneration and salary point conversion rate for appointed and contracted personnel (including acting personnel, hereinafter referred to as appointed and contracted personnel) in the subordinate agencies and schools of the Taoyuan City Government (excluding Fuxing District) was originally NT$135 per point. In line with the general salary point conversion rate adjustment for the year 114, it has been increased to NT$139.1 per point from January 1, 114. For appointed and contracted personnel hired with central government subsidies (projects), the salary point conversion rate should be paid according to the standards approved by the subsidizing agency. As for the remuneration and salary point conversion rate for appointed and contracted personnel in the mountainous areas of the city (Fuxing District), which was originally NT$138.6 to NT$143.1 per point, it has been increased by NT$4.1 per point in line with the salary adjustment, and will be raised to NT$142.7 to NT$147.2 per point from January 1, 114.
III. For the appointed/contracted personnel plans approved by the Taoyuan City Government for the year 114, where the monthly remuneration standards apply the general salary point conversion rate of the Executive Yuan or the salary point conversion rate for mountainous areas of the city, the authority is delegated to each first-level agency and district office to independently approve and adjust the salary point conversion rate. Please proceed to the WebHR appointment and transfer subsystem / appointed (contracted) personnel plan section to revise the original approved appointed (contracted) personnel plan according to the adjusted salary point conversion rate and submit it through the system. Each first-level agency and district office shall approve it independently by the end of May 114. For projects such as engineering (administrative) assistants who are paid in the same way as appointed and contracted personnel, please calculate the converted amount according to the regulations and adjust it together when revising the plan next time.
IV. For appointed and contracted personnel whose remuneration and salary point conversion rates were originally approved by the Executive Yuan at a rate higher than the general standard (e.g., social workers), after the relevant competent authorities approve the adjusted standards for the year 114, the first-level agencies shall submit a request to revise the appointed (contracted) personnel plan.
V. Regarding the appointment (contract) of acting personnel plan forms, please follow the regulations of the Taoyuan City Government letter No. 1080129182 dated May 24, 108, and the letter of the City Government's Department of Personnel No. 1110001132 dated February 25, 111 (attached). The authority is delegated to each first-level agency and district office to independently handle the approval (amendment) of the plan forms in WebHR.
