Description:
I. In accordance with the Ministry of Education's letter (Ref: 1080146934) dated October 24, 2019, as forwarded by the Department of Secondary Education's letter (Ref: 1080124904) dated November 11, 2019 (attached).
II. In response to the resolution of the "National Conference of Extracurricular Activities Supervisors of Colleges and Universities" held by the Ministry of Education on August 16, 2019, to enhance the risk protection for students participating in club activities, the Financial Supervisory Commission is requested to continue assisting in investigating and compiling statistics on specific activity insurance products.
III. The two industry associations have provided statistical data on insurance products. Schools are advised to refer to the following principles for purchasing insurance:
(I) Insurance products legally approved and sold by insurers can be found on the website of the Insurance Institute of Taiwan (URL: http://insprod.tii.org.tw/database/insurance/index.asp). Schools may refer to the terms and conditions of the insurance policies found there to contact insurers for coverage based on the nature of the activity, location, and transportation arrangements.
(II) If an activity is risky, it is recommended to inquire about insurance under the "Specific Activities" category within "Industry Insurance." Confirm the coverage and claims scope of each insurance product based on the activity item, and pay attention to whether it is limited to group insurance or only covers formal competitions.
(III) In addition to insuring risky activities themselves with specific activity insurance, if club activities are conducted off-campus, attention should still be paid to the nature of the activity, venue planning, and transportation safety. Relevant insurance products such as "Accident Insurance," "Travel Safety Insurance," or "Venue Liability Insurance" should be purchased.
IV. Schools shall, within their responsibilities, assist students in planning and organizing risk assessment and management-related knowledge and skills training based on the nature of club activities, prepare emergency response personnel and equipment for activity accidents, and prudently assess the appropriateness of their own physical and mental condition for participating in activities. These measures should be incorporated into the student club activity management regulations and implemented to enhance the safety of student club activities.
