| Explanation: |
| I. | In accordance with the "Government Health and Disease Letter No. 1110312941" dated November 9, 111 (2022). |
| II. | The Central Epidemic Command Center for Severe Pneumonia with Novel Pathogens, referencing international epidemic prevention policies, has adopted a "test instead of quarantine" approach for close contacts of confirmed cases, fully implementing "0+7 self-prevention" without home quarantine. Related supporting measures and management details are as follows: |
| (I) | Scope of close contact tracing: Cohabiting family members, roommates in schools or workplaces, etc. |
| (II) | Calculation of self-prevention days and management measures: |
| 1. | Self-prevention days: Starting from 00:00 on November 7 of this year, individuals identified as close contacts of confirmed cases (including those who cared for other confirmed cases within 3 months of their diagnosis) will be exempt from home quarantine. They will undergo 7 days of self-prevention starting from the day after the last contact with the confirmed case. "Severe Pneumonia with Novel Pathogens Home (Individual) Quarantine Notice" will no longer be issued. |
| 2. | Self-prevention location: The principle is "one person, one room" (a separate room with a bathroom). If the bathroom can be properly disinfected after each use, self-prevention can be carried out in a private room without an independent bathroom. If all cohabiting individuals are subject to self-prevention, the "one person, one room" restriction does not apply. |
| 3. | Matters to observe and related regulations during self-prevention: Please refer to the published "Self-Prevention Guidelines" (available on the homepage of the Centers for Disease Control, Ministry of Health and Welfare website (https://www.cdc.gov.tw/) > Infectious Diseases and Epidemic Prevention Topics > Introduction to Infectious Diseases > Category 5 Statutory Infectious Diseases > Severe Pneumonia with Novel Pathogens > Home Quarantine and Self-Prevention > COVID-19 Public Precautions for reference and use). |
| 4. | Collection of contact information: Confirmed cases will report the number of cohabiting contacts in the "Confirmed Case Self-Reporting Epidemiological Investigation System" and notify their contacts to undergo self-prevention. Detailed personal information of cohabiting contacts will not be collected. |
| (III) | Testing measures and related fees: |
| 1. | The principle of using rapid antigen tests will be maintained. |
| 2. | Change in the number of free rapid antigen test kits distributed and testing timing: For close contacts aged 2 years and above, local governments where the confirmed case resides will generally distribute 4 free rapid antigen test kits per person. These kits should be used when the close contact is identified, when symptoms appear, or before going out. If symptoms appear, the individual should rest at the self-prevention location and perform a rapid antigen test. If going out during the self-prevention period is necessary, a negative rapid antigen test result within the last 2 days is required. Children under 2 years of age do not need to perform rapid antigen tests; if they develop symptoms, they should be taken to a hospital for PCR testing. |
| 3. | For individuals who test positive with a rapid antigen test, please prepare your National Health Insurance card and the rapid antigen test cassette/strip. Through remote/video consultation or by entrusting a relative or friend to visit a clinic/responsible healthcare facility for home care (including health stations), a doctor will confirm the positive rapid antigen test result. Individuals without National Health Insurance status can entrust a relative or friend or seek assistance from the local health bureau for remote/video consultation, or arrange to visit a clinic/responsible healthcare facility for home care (health station) for assessment of the test result. |
