Academic Affairs Office Announcement

To strengthen the prevention and control of e-cigarette hazards, please implement campus smoking hazard prevention and control measures, and strengthen the integration of education and training for faculty and staff, as well as the reference and application of curriculum teaching.

Explanation:  
I. In accordance with the Ministry of Education, Department of Secondary and Preschool Education's official letters dated February 14, 114 (Tai Jiao Guo Shu Xue Zi No. 1145800697) and February 14, 114 (Tai Jiao Guo Shu Xue Zi No. 1140013932).
II. In accordance with Article 24 of the School Health Act, Article 43 of the Children and Youth Welfare and Rights Protection Act, and relevant regulations of the Tobacco Hazards Prevention and Control Act.
III. Given that the Tobacco Hazards Prevention and Control Act completely prohibits e-cigarettes (which are not legal products), in order to prevent the harm of e-cigarettes, please ensure your school implements campus tobacco hazard prevention and control measures.
IV. Furthermore, to understand the situation of students using e-cigarettes, if your school discovers students carrying or using e-cigarettes, please report and handle the situation (General School Safety Incident / Violence and Deviant Behavior Incident); if students are found to be using e-cigarettes containing drugs, please follow the "Key Points for Urine Screening and Counseling for Specific Personnel in Schools of All Levels" to complete the school safety report and establish a "Spring Sunshine Team" for counseling; if e-cigarettes are suspected of containing drug components, they should be transferred to the police for proper handling in accordance with the "Flowchart for Educational Units Discovering Suspected Drugs, Drug Manufacturing or Use Implements and Transferring Them to Police Agencies for Investigation and Handling" by the National Police Agency, Ministry of the Interior.
V. To continue promoting campus tobacco hazard prevention and control education and to implement a smoke-free campus, please ensure your school strictly follows the "Campus Tobacco Hazards Prevention and Control Implementation Plan" revised by the Ministry of Education on May 23, 112, and the aforementioned relevant regulations to strengthen tobacco hazard prevention and control publicity during various campus gatherings, integrate e-cigarette prevention knowledge into the education and training of school personnel, and utilize age-appropriate teaching materials developed by the Ministry of Health and Welfare and this Department, incorporating them into teaching and classroom outreach to maintain the goal of a comprehensive smoke-free campus.
VI. The Tobacco Hazards Prevention and Control section on the official website of the Health Promotion Administration, Ministry of Health and Welfare (hereinafter referred to as HPA) features an "E-cigarette Prevention and Control Special Zone" (URL: https://www.hpa.gov.tw/Pages/List.aspx?nodeid=444), and a "Win Popularity and Health: Experts Remind You Not to Use E-cigarettes" special zone has been established on the Yahoo Kimo search engine (URL: https://tw.news.yahoo.com/topic/2020health), providing diverse materials related to tobacco hazards and e-cigarette harm, which can be used as supplementary teaching materials for schools or for students to consult and utilize. Please widely promote and strengthen publicity.
VII. Additionally, a "Junior High School E-cigarette Prevention Teaching Package" and a "Senior Elementary School Student Tobacco Hazards Prevention Teaching Package" have been created (URL: https://health99.hpa.gov.tw/). Please widely publicize these and strengthen the prohibition of using e-cigarettes and other illegal products, cultivating students' correct knowledge and skills in tobacco (cigarette) hazard prevention and control.
VIII. Attached are "Explanation of Smoking Cessation Education Services for the Smoking Cessation Hotline" and "Matters Regarding Referral of Smokers Under 20 Years Old to the Smoking Cessation Hotline by School Units" from the Health Promotion Administration, Ministry of Health and Welfare, for your school's reference in smoking cessation prevention education.
