Taoyuan City Indigenous Children Scholarship for the Needy and Outstanding
I. The Taoyuan City Government (hereinafter referred to as "the Government") aims to motivate Indigenous students from disadvantaged backgrounds to strive for excellence,
encourage outstanding Indigenous children in the city to pursue their studies, and improve educational standards, in order to cultivate outstanding Indigenous talent
and contribute to the nation and ethnic groups. This plan is hereby established.
II. Eligibility for Subsidy: Applicants must have been registered residents of this city for more than 4 months, possess Indigenous status, and be currently enrolled in domestic
public (private) universities (colleges), public (private) senior high schools (vocational schools), or junior high schools
(hereinafter referred to as "junior high schools") with formal student status. They may apply for this scholarship
(subsidy).
III. Eligibility for Subsidy is as follows:
(I) Scholarship for Needy Students: Students whose academic performance in the previous semester meets the standards of Article 1 and whose family circumstances meet one of the sub-items in Article 2 may apply:
1. Academic Standards: A total average score of 70 or above in academic subjects and arts and sciences subjects.
2. Standards for Needy Families and Priority for Subsidy:
(1) Those who meet the criteria for low-income households as defined by the Social Assistance Act.
(2) Single-parent families where one parent is solely responsible for childcare and is unable to support the child.
(3) Families where one parent has passed away, and the guardian is unable to provide care.
(4) Families experiencing major changes and facing financial difficulties.
3. For sub-item (1) of the preceding article, a certificate of low-income household issued by the district office must be attached; for sub-items (2), (3), and (4), a family situation visit form completed and signed by the homeroom teacher of the school must be attached.
(II) Scholarship for Outstanding Students: The academic performance in the previous semester (calculated in percentage) must meet the following standards:
1. University (College) Students: An average academic score of 80 or above, with no failing grades in any subject.
2. Public Senior High School Students: An average academic score of 75 or above, with no failing grades in any subject.
3. Vocational School and Private Senior High School Students: An average academic score of 80 or above, with no failing grades in any subject.
4. Junior High School Students: An average academic score of 80 or above, with no failing grades in any subject, are eligible to apply.
IV. The following individuals are not eligible to apply for the aforementioned scholarship (subsidy):
(I) Those who have already received other publicly funded scholarships.
(II) First-semester freshmen in any grade level.
(III) Students in continuing education programs, extension classes, cooperative education programs, or on-the-job training programs at any level of school (excluding night classes in senior high schools).
V. The subsidy amounts for the scholarship (subsidy) for needy and outstanding students this semester are as follows:
(I) University (College) Group: NT$8,000 per person per semester.
(II) Public Senior High School Group: NT$4,000 per person per semester.
(III) Private Senior High School and Public (Private) Vocational School Group: NT$4,000 per person per semester.
(IV) Junior High School Group: NT$2,000 per person per semester.
VI. Implementation Measures are as follows:
(I) Application Method:
1. This plan accepts applications for both the first and second semesters annually.
2. Eligible individuals shall apply through their respective schools. After initial review by the school, the school shall compile and forward the applications to the Indigenous Peoples Affairs Department of the Government for secondary review. Late applications will not be accepted.
(II) Application Period: Beginning of the semester.
(III) Documents to be submitted:
1. Application Form (Attachment I).
2. Document Attachment Page: Photocopy of student ID (a certificate of enrollment issued by the school may be exempted from attachment) and
photocopy of the applicant's post office account cover page (if the applicant does not have a post office account, a photocopy of the guardian's post office account may be used) (Attachment II).
3. Original or photocopy of the previous semester's overall average grade report (photocopies must be verified as identical to the original by the school).
4. Undertaking (Attachment III).
5. Receipt (Attachment IV).
6. Family Situation Visit Form (Attachment V).
7. Low-income Household Certificate (a certificate issued by the district office must be attached).
※ For the "Outstanding Student" scholarship application, please submit items 1-5.
※ For the "Needy Student" scholarship application, please submit items 1-6. (Except for those with a low-income household certificate in item 7, all others must submit item 6 - Family Situation Visit Form).
※ For applicants of the "Needy Student" scholarship in the University (College) group, if they do not have a low-income household certificate, the family situation will be visited by personnel dispatched by the Government.
(IV) Review Method:
1. Applications and supporting documents submitted according to this plan will be reviewed item by item. If any omissions or non-compliance are found, the applicant will be notified (or a reply will be sent) to make corrections within a specified period. Late submissions will not be accepted.
2. If the number of applicants for the scholarship (subsidy) exceeds the allocated quota, scholarships will be awarded to those with the highest academic performance (intelligence and conduct) in order until the allocated funds are exhausted.
3. All submitted application forms and supporting documents for applicants who are not selected will not be returned.
4. Schools for the intellectually disabled, night classes, public senior high schools, and private senior high schools will be evaluated separately due to their differing natures, and the number of recipients will be determined proportionally to the number of applicants.
5. The subsidy quotas for each group stipulated in this plan may be adjusted within the allocated budget, and recipients will be selected based on the resolutions of the review committee.
(V) Disbursement Method:
1. After the Government reviews and approves the applications, the scholarship funds will be directly disbursed by the Government to the applicant's (or guardian's) account, and a letter will be sent to each school to inform the recipients.
2. To streamline administrative procedures and for the convenience of the public, applicants are requested to fill out a receipt in advance. The list of actual recipients will be announced on the website of the Taoyuan City Government Indigenous Peoples Affairs Department.
VII. Funding: The expenses required for this plan will be covered by the subsidy from the Council of Indigenous Peoples to this city for the implementation of the "Urban Indigenous Development Plan".
VIII. Any matters not covered in these guidelines may be amended at any time.
IX. These guidelines shall take effect from the date of promulgation.
3. 申請人所送之申請書及證明文件,如未核定錄取一概不發還相關文件。
4. 啟智學校、夜間部、公立高中、私立高中,因性質差異分開評比,並依申請
人數比例錄取受獎名額。
5. 本計畫所訂之各組補助名額,在經費額度內允以調整,並依審查會議決議擇
優獎勵(助)。
(五) 撥付方式:
1. 申請人經本府審查合格並核定補助後,獎學金由本府逕撥申請人(或監護人)帳
戶,並發函至各校代為轉知受獎學生。
2. 為達簡短及便民之行政作業,擬請申請人先行填寫領據,實際受獎名單另公佈
於桃園市政府原住民族行政局網站。
七、 經費:本計畫所需經費由原住民族委員會補助本市辦理「都市原住民發展計畫
度執行計畫」支應。
