I. II. The Hakka population in our city accounts for 40%, approximately 900,000 people, ranking first among all counties and cities. Article 9 of the Hakka Basic Law stipulates that those who achieve excellent results in promoting Hakka language and culture should be rewarded by governments at all levels. Furthermore, the Regulations for the Implementation of Hakka as a Common Language stipulate that civil servants and school staff serving in areas where the Hakka population exceeds one-third should have a number of people who meet the Hakka population ratio of that area pass the Hakka language proficiency certification within 8 years. In addition, according to the "Operational Guidelines for the Taoyuan City Government to Encourage Employees of its Affiliated Agencies, Schools, and Public Enterprises to Improve Hakka Language Proficiency," government employees who participate in intermediate and advanced Hakka language proficiency certifications may take official leave or compensatory leave. Those who pass the intermediate level can apply for a NT$2,000 gift voucher and two commendations; those who pass the advanced level can apply for a NT$3,000 gift voucher and one merit citation.
III. The examination date is October 24th of this year. To encourage various units to actively register for the certification, the Bureau has formulated the "109th Taoyuan City Government Hakka Affairs Bureau Incentive Plan for Encouraging Group Registration for Hakka Language Proficiency Certification," which subsidizes group registration fees, transportation, and meal expenses. It has also formulated the "Taoyuan City Hakka Language Proficiency Certification Group Registration Incentive Plan," which includes two incentive mechanisms: "Competition for the Number of Registrants at Each Level" and "Reward for Passing Certification," with the highest reward being a NT$10,000 gift voucher.
IV. In accordance with the Bureau's "Operational Guidelines for Encouraging the Public to Participate in Hakka Language Proficiency Certification Subsidies," residents registered in our city who pass the intermediate and advanced Hakka language proficiency certifications can apply for a NT$2,000 reward for passing the intermediate level and a NT$3,000 reward for passing the advanced level. The Taoyuan City Government has also formulated the "Taoyuan City Incentive Plan for Students of Public and Private Senior High Schools and Below Who Pass Native Language Proficiency Certification," which grants students who pass the intermediate and advanced certifications a certificate from their school and a cash reward of NT$750 per person. However, the aforementioned rewards (reward for citizens who pass, gift voucher for employees who pass, and native language certification reward) cannot be applied for repeatedly.
