| Explanation: |
| I. | In accordance with the Ministry of Education's Department of Elementary and Secondary Education (hereinafter referred to as the "DESE") letter dated December 19, 114, with reference number 1140135373. |
| II. | The Overseas Community Affairs Council (hereinafter referred to as the "OCAC") and the DESE have jointly organized the aforementioned activity since 2006. The OCAC recruits volunteers, and the DESE assists in recruiting domestic schools to participate. To date, over 7,000 overseas youth volunteers have returned to Taiwan to provide English volunteer teaching services to junior and elementary schools across various regions, benefiting more than 50,000 domestic students. The program has achieved significant results and is highly recognized by domestic and international communities. |
| III. | For the upcoming year (115), the aforementioned activity plans to recruit 450 overseas youth volunteers. The OCAC will continue to implement the volunteer selection process through selection committees formed by overseas missions and will strengthen the communication of correct service awareness and adherence to camp rules to the selected volunteers. This includes online volunteer courses before arrival in Taiwan and training sessions upon arrival, to rigorously ensure and enhance volunteer quality. Furthermore, to assist the DESE in alleviating the pressure on schools regarding emergency care for volunteers during their service period, outsourcing of human resources support for related tasks was incorporated into the procurement for the current project in 114. The aim is to provide more comprehensive assistance to schools through timely human resource support from vendors during their on-campus service. |
| IV. | The submission deadline for the aforementioned matter has been extended to December 30, 114 (Tuesday). For application methods, please refer to this Bureau's letter dated November 18, 114, with reference number 1140113852 (assumed to be received). We kindly request all schools to actively apply and participate in the aforementioned activity to expand opportunities for overseas youth to participate in volunteer services in Taiwan, enhance the English learning effectiveness of your students, and facilitate the promotion of our nation's 2030 Bilingual Policy. |
| V. | Attached are the QR-Code for the 20th-anniversary commemorative video of the Overseas Youth English Camp, the promotional video, and related reports, one copy of each. |
