(1) Eligible candidates: Civil servants and contract employees within the establishment of all agencies, schools, and the Fuxing District Office and Fuxing District Representative Council under the city government.

(2) Nomination criteria: Must meet one of the achievements specified in Article 3 of the Implementation Guidelines. Please prioritize the nomination of frontline operational staff to boost morale.

(3) Circumstances under which one cannot be selected as a model civil servant:

1. Within the last 3 years, have received any criminal penalties, disciplinary actions, impeachment, censure, or reprimand (申誡) or above in regular performance evaluations, or have been issued a notice of attention or warning by order according to the Judicial Officers Act.

2. Within the last 3 years, have received an annual performance rating of B or equivalent or lower, or a job performance rating below 'good'.

3. Those selected as model civil servants in the city will be nominated as 1 to 2 outstanding candidates to participate in the Executive Yuan's model civil servant selection for 108. If selected, they will be granted official leave and other awards in accordance with regulations.
