        support, and participation by all citizens," and consolidating the consensus of "supporting national defense and loving the country."

    2. Sixty Years of Victory, Glorious August 23rd:

        Combine this year's(107)"August 23rd Battle60thanniversary," commemorate the unremitting efforts of the national army in defending their homeland and fighting the enemy, their successful defense of Kinmen, and ensuring the well-being and national development of the people in Taiwan, Penghu, Kinmen, and Matsu. Through the works, recall the heroic deeds of the officers and soldiers of the national army.

        II. Selection Categories:

1. Elementary School Group: Students of public and private elementary schools in this city.

    2. Junior High School Group: Students of public and private junior high schools, junior high supplementary schools, junior high departments attached to high schools, and junior high departments of complete high schools in this city.

    3. Senior High School/Vocational Group: Students of public and private senior high schools and vocational schools (day and night sessions) and continuing education schools, senior high school students of complete high schools, and students in the first three years of five-year junior colleges in this city.

Artwork Specifications and Submission Requirements:(1) Submitted works must be original creations designed and produced by the participant based on the selection theme, and must not have won awards in other competitions. If using others' works, please provide the source and relevant authorization documents.(2) Each participant is limited to submitting3pieces of work.(3) Submitted works should be primarily visual with text as a supplement, maintaining appropriate margins. If the content requires the use of the national defense education logo (available for download on the Ministry of National Defense's "Political Warfare Information Service Network"), its placement can be adjusted, but the logo's style, colors, and Chinese/English names must not be altered. This also applies to hand-drawn images.(4) Computer-generated artwork should be created using graphic design software such as

For hand-drawn works, submit the4Koriginal draft.(8) If any submitted work is found to be missing required documents after notification, the participant may submit the missing documents for review before the submission deadline (postmark date is the standard). Late submissions will not be accepted.(9) Works that do not comply with the above specifications will be disqualified and will not be included in the selection process.4. Selection Process:

            (1) Eligibility Review: The review committee will conduct an eligibility check based on the submission format and verify the required documents submitted by the participants. Only those who pass the eligibility review will proceed to the selection process.(2) Evaluation Process: The judging panel will score the works based on theme content, creativity, and artistic design.IV. Award Announcement and Prizes:

        1. Results Announcement and Award Ceremony: The list of winners will be announced on the website of the Taoyuan City Department of Education after approval by the Director of the Taoyuan City Department of Education.(https://www.tyc.edu.tw/)2. Prizes: The top3winners and5

            honorable mentions will be awarded in each group as follows:(1) First Prize: NT$3,000 gift certificate and a certificate of award.(2) Second Prize: NT$2,000 gift certificate and a certificate of award.(3) Third Prize: NT$1,000 gift certificate and a certificate of award.(4) Honorable Mention: A certificate of award.3. Awards for指导教师 (Supervising Teachers) will be handled in accordance with the "Taoyuan City Public and Private Schools and Kindergartens Staff Award and Punishment Guidelines."V. Notes:1. Submitted works will not be returned. Participants should keep backup copies.2. Prize money will be subject to income tax withholding according to the Income Tax Act.

            3. To protect the rights of creators and for the future utilization of award-winning works, all participants must fill out the "Copyright Assignment Affidavit." Upon winning, the copyright of the submitted work will be unconditionally and fully transferred to the Taoyuan City Government Department of Education, free of charge. Participants who do not fill out this form will not be considered for selection. If a participant is under20years old, their legal representative must co-sign the Copyright Assignment Affidavit. Participants whose legal representatives have not co-signed will not be considered for selection.4. Upon receiving the award, the copyright of the award-winning works will be fully transferred to and owned by the Taoyuan City Government Department of Education. These works may be provided to various units, agencies, and schools throughout Taoyuan City for promotional and utilization purposes related to national defense education activities.5. If the number of award-winning works does not meet or exceeds the planned number of awards, the review committee may, after deliberation and approval, adjust the number of awards. Any unallocated cash prizes may be used to increase the number of honorable mentions.6. If an award-winning work infringes upon the copyright of others, the Taoyuan City Government Department of Education shall not bear any legal responsibility. The winner's award will be revoked, and the prize money and certificate will be reclaimed.7.         (六)手繪作品應以4K圖畫紙作圖(僅需交原稿)。

        (七)作品繳交時應附報名表、著作財產權讓與切結書(如附件3、4)；

            電腦繪圖作品應附作品光碟片及A4紙排版列印彩色稿2份；手繪

            作品應附4K原稿。

        (八)報名參選作品經通知有缺繳相關文件者，得於收件截止日前(以郵

            戳為憑)補件送審，逾期不予受理。

        (九)未符上述規範，均為不合格作品，不予納評選作業。

　  四、甄選程序：

        (一)資格審查：

            由審查組依據作品繳交格式進行資格審查，並核對參選人員應繳

            交之書面資料，資格審查合格者，始得參加甄選作業。

        (二)評選作業：

            由評審組依主題內容、創意表現、美術設計等面向進行評分。

肆、得獎公告及獎勵：

　  一、成績公布及頒獎：

        得獎名單於簽奉本市教育局長核定後公告於本市教育局網站。

　  二、獎勵：

        各組取前3名及佳作5名，獎勵如下：

        (一)第一名：新臺幣3,000元禮卷及獎狀乙幀。

        (二)第二名：新臺幣2,000元禮卷及獎狀乙幀。

        (三)第三名：新臺幣1,000元禮卷及獎狀乙幀。

        (四)佳  作：獎狀乙幀。

    三、有關指導教師敘獎，依「桃園市市立各級學校及幼兒園教職員獎懲要

        點」辦理。

伍、附註：

　  一、參選作品概不退件，請參賽者預先留取備份。

　  二、頒發獎項之獎金，將依所得稅法扣稅。

　  三、為維護著作人權益與得獎作品爾後運用效益，參選之著作人均應填寫

        「著作財產權讓與切結書」，於其參選作品得獎後，將著作財產權無償

        全部讓與桃園至政府教育局，未填寫者不納入評選；參選人未滿20歲

        者，應由法定代理人於著作財產權讓與切結書共同簽章，法定代理人

        未共同簽章者不納入評選。

　  四、得獎作品於受獎後，其著作財產權全部移轉歸屬桃園市政府教育局所

        有，可提供全桃園市各級單位、機關和學校，供全民國防教育相關活

        動宣傳與運用。

    五、參選作品經評選未達或超出預定得獎名額，得經評審組審議後，簽報

        核定酌予增加或減少獎項名額，缺額獎項之現金得併入佳作增額發放。

　  六、得獎作品如有侵害他人著作財產權，桃園市政府教育局不負任何法律

        責任，並取消得獎人之得獎資格，追回獎金及獎狀。
