For your information, the Central Election Commission has announced matters concerning the election of the 15th President and Vice President. All personnel in government agencies (organizations) and schools are required to strictly adhere to administrative neutrality.

Details:

1. In accordance with the Ministry of Personnel's letter dated October 9, 108 (1919), ref: Bu Fa Er Zi Di 1084863110, and with a copy of the original letter attached.

2. This election announcement was issued on September 12, 108 (1919). Applications for candidacy for the 15th President and Vice President and the 10th Legislative Yuan will be accepted from November 18 to 22 of the same year.

3. The election for the aforementioned personnel will be held on January 11, 109 (1920). During the election period, all personnel in government agencies (organizations) and schools shall strictly adhere to administrative neutrality in accordance with the relevant provisions of the Civil Service Administrative Neutrality Act (hereinafter referred to as the Neutrality Act).

4. In accordance with the provisions of the Civil Service Act and the Neutrality Act, civil servants shall not use administrative resources, interfere with the execution of official duties, or publicly support specific political parties or candidates for public office (including on social media) by using their titles.

5. Furthermore, superiors (including political appointees and elected officials) shall not require civil servants to engage in activities prohibited by the Neutrality Act, in order to maintain the impartial image of administrative neutrality of government agencies.

6. To assist government agencies (organizations) and schools in judging the legality of individual cases, the Ministry of Personnel has posted interpretations, Q&A collections, and examples of violations of the Neutrality Act on its official website (under "Personnel Regulations/Interpretations and Examples of Personnel Regulations"; "Service Corner/Frequently Asked Questions").
