Explanation:
1. In order to strengthen the knowledge and skills required for the work of colleagues in the subordinate agencies of the Government, and to improve service quality and personnel quality, this program has been established. The relevant key points are as follows:
(1) Target Audience: Personnel of all agencies and schools under the Government (including contract employees and temporary staff).
(2) Training Categories: Four major categories of training courses are planned: leadership and management, professional skills, policy-oriented, and self-development. A total of 130 sessions are expected.
(3) Matters for Cooperation by Each Agency:
1. Each agency should carefully select participants for training, considering individual needs and actual work responsibilities, to avoid concentrating training on a few individuals, and to appropriately allocate training opportunities to personnel of all genders.
2. After the allocation of training slots for each session, if the intended participants are unable to attend due to official duties, each agency should select replacement personnel for training and complete the registration within the online registration deadline.
3. Participants should be granted official leave, and a substitute should be appointed in advance to handle their work during the training period.
4. The extent to which each agency cooperates in organizing various training sessions and dispatching personnel for training may be used by the Government's Personnel Department as an important reference for the performance appraisal of the personnel agencies within each agency and the year-end performance review of personnel.
(4) Required Training Hours for Personnel of Agencies and Schools under the Government:
1. 20 hours related to work:
(1) Starting from January 1, 108, all civil servants and contract employees of each agency are required to complete 20 hours of learning related to their work each year. Among these, 10 hours are mandatory courses, including current major government policies (1 hour), environmental education (4 hours), and democratic governance values (5 hours), with digital learning being the priority; the remaining 10 hours can be other work-related courses.
(2) The Government has assembled a 10-hour mandatory digital learning package in the "Le Tao e-Learning" section of the "e-Learning for Public Servants+" platform. Agencies are encouraged to have their colleagues complete their selections by September 30, 109.
2. Other required hours: As stipulated by relevant laws and regulations.
(5) Rewards:
1. For those who pass English proficiency tests, agencies may grant rewards according to the reward standards and limits specified in this program, provided that no duplicate rewards are given.
