For your information, the Hakka Affairs Council (HAC) is providing promotional materials for Hakka interpretation services. We encourage you to apply.

Details:
1. In accordance with the Hakka Affairs Council's (HAC) official letter dated September 9, 2020, reference number
1096100905.

2. To foster a friendly environment for speaking Hakka and to assist government agencies, private enterprises,
and organizations in providing public services in Hakka, thereby safeguarding citizens' rights to hear and speak Hakka,
the HAC offers support with Hakka interpreters and interpretation equipment, guiding and assisting relevant units in promoting Hakka-Chinese, Hakka-Hokkien, Hakka-English, and Hakka-Japanese interpretation services.
3. Article 14 of the Fundamental Act for Hakka stipulates: "Government agencies (organizations) shall provide necessary public services for communication in national languages, and shall offer Hakka broadcasting and interpretation services in the public domain, as well as other measures to implement a friendly Hakka environment."

4. Articles 11 and 12 of the Regulations Governing the Implementation of Hakka as a Common Language stipulate that government agencies (organizations) and schools in areas where Hakka is the primary common language (namely, Zhongli, Pingzhen, Yangmei, Longtan, Guanyin, and Xinwu districts) shall conduct public meetings such as hearings, public forums, and information sessions in Hakka, and provide interpretation for non-Hakka speakers. Public services entrusted by the government to private organizations or individuals in areas where Hakka is the primary common language shall be provided by individuals with Hakka proficiency or through interpretation services. Activities subsidized for private organizations or individuals shall use Hakka.
5. Furthermore, the Guidelines for Evaluating the Effectiveness and Rewarding the Promotion of Hakka as a Common Language stipulate that the promotion and creation of a Hakka-friendly environment are key focus areas for the annual Hakka evaluation. County and city governments that achieve an "Excellent" rating can receive a reward of up to NT$10 million, while township and district offices that achieve an "Excellent" rating can receive up to NT$6 million.
6. Attached are the HAC's "Implementation Plan for Hakka Interpretation Services (2020-2021)" and promotional materials for your reference. If your unit has any needs, please apply online via the website (URL: https://forms.gle/ dYibLtKrMJi5t1V49) at least one month before your event. The application period is until May 31, 2021.

四、次查客語為通行語實施辦法第11、12條規定略以,政府機
關(構)及學校於客語為主要通行語地區(中壢、平鎮、楊
梅、龍潭、觀音及新屋等6區)召開之聽證、公聽會、說明
會等公開會議,應以客語進行,並提供口譯予非客語使用
者;客語為主要通行語地區之政府委託民間團體或個人辦
理之公共服務,應由具客語能力者為之或提供口譯服務;
補助民間團體或個人辦理之活動,應使用客語。

五、再查,客委會推動客語為通行語成效評核及獎勵作業要點
規定略以,客語友善環境之推動與營造屬年度客語評核之
重點推辦方向,縣市政府獲特優者最高可獲新臺幣(以下
同)1,000萬元獎勵金、鄉鎮區公所獲特優者最高可獲600萬
元獎勵。

六、檢送客委會「109至110年客語口譯服務實施計畫」及文宣
資料供參;各單位如有需求,請於活動前1個月至網站(網
址https://forms.gle/ dYibLtKrMJi5t1V49)線上申請,申
請期程至110年5月31日止。
