For your information, the Taoyuan City Government has established the 110th Year Elite Civil Service Training Program (hereinafter referred to as the Program).
Explanation:
I. In order to enhance the knowledge and skills required for the work of colleagues in various agencies under the Taoyuan City Government, and to improve service quality and human resource quality, this Program has been established. The relevant key points are as follows:
(I) Target Audience: Personnel (including contract employees and temporary staff) of various agencies and schools under the Taoyuan City Government.
(II) Training Categories: Five major categories of training courses are planned, including leadership and management, professional skills, policy-oriented, self-development, and digital technology. A total of 101 sessions are expected to be held.
(III) Matters for Cooperation by Various Agencies:
1. Each agency should carefully select participants based on individual needs and actual work, avoiding concentration of training on a few individuals, and appropriately allocate training opportunities for both genders.
2. If the scheduled participants are unable to attend due to official duties after the allocation of training slots, each agency should select replacement personnel for training and complete the registration within the online registration deadline.
3. Participants should be granted official leave, and a substitute should be appointed in advance to handle their work during the training period.
4. The cooperation of each agency in various training sessions and dispatch operations may be used by the Personnel Department of the Taoyuan City Government as an important reference for the performance appraisal of personnel agencies and the year-end performance appraisal of personnel.
(IV) Required Training Hours for Personnel of Various Agencies and Schools under the Taoyuan City Government:
1. 20 hours related to work:
(1) Starting from January 1, 108 (2019), civil servants and contract employees in each agency are required to complete 20 hours of learning related to their work each year. Among these, 10 hours must be completed courses, including current major government policies (1 hour), environmental education (4 hours), and democratic governance values (5 hours), with digital learning being the priority; the remaining 10 hours can be other courses related to their work.
(2) The Taoyuan City Government has assembled a 10-hour mandatory digital learning package in the "Le Tao e-Learning" section of the "e-Civil Service+ Learning Platform." Agencies are encouraged to have their colleagues complete their selections by September 30, 110 (2021).
2. Other required hours: In accordance with relevant laws and regulations.
(V) Rewards:
1. For those who pass English proficiency tests, agencies may grant rewards within the scope and limits specified in the Program, provided that the principle of not duplicating rewards is followed.
2. For rewards for passing Hakka language proficiency tests, please refer to the "Taoyuan City Government Measures for Encouraging Employees of Agencies, Schools, and Enterprises to Improve Hakka Language Proficiency" for the standards and reward amounts.
