| Subject: | To inform that the Ministry of Education's Department of National and Preschool Education (hereinafter referred to as the "Department") continues to recruit foreign nationals "already in Taiwan" to serve as foreign English teaching personnel, as detailed below. Please be informed. |

| 1. | In accordance with the Department's letter No. 1100087028, dated July 13, 110 (2021). |
| 2. | To promote the 2030 Bilingual Nation Policy, the Department aims to increase students' opportunities for English speaking practice by introducing foreign English teaching personnel. Simultaneously, it seeks to guide and cultivate more elementary and junior high school teachers to enhance their bilingual teaching knowledge and their practical English teaching skills, enabling our students and teachers to possess bilingual communication abilities in both Chinese and English. The Department has previously launched recruitment for foreign teaching personnel, with the first phase of recruitment ending on May 15, 110 (2021). |
| 3. | However, in response to the COVID-19 pandemic, according to the announcements by the Central Epidemic Command Center, during the period of Level 3 epidemic alert nationwide, "strict border control" measures will continue to be implemented. Foreign nationals who do not hold a valid Alien Resident Certificate (ARC) in Taiwan are still temporarily prohibited from entering the country, except for those with special permits for urgent or humanitarian reasons. |
| 4. | In light of the current pandemic response, which temporarily prohibits the entry of foreign nationals without a valid ARC, and the ongoing necessity to promote the 2030 Bilingual Nation Policy, the Department is launching a second phase of recruitment. Starting immediately until August 15, 110 (2021), foreign teaching personnel recruitment is open again. Foreign nationals "already in Taiwan" who are interested in elementary and junior high school English teaching and meet the recruitment criteria are welcome to apply online. Alternatively, we encourage everyone to recommend qualified and excellent foreign teachers "already in Taiwan" to apply on the website (https://tfetp.epa.ntnu.edu.tw/). |
| 5. | Details regarding application qualifications, job descriptions, salary, and related benefits are provided in the attached recruitment flyer. Foreign English teaching personnel "already in Taiwan" whose passport nationality is listed in the "List of Countries Where English is an Official or Common Language" are eligible for this recruitment. |
