| Explanation: |
| II. | In response to the epidemic period of Severe Pneumonia with Novel Coronavirus Pneumonia, parents or guardians need to care for children at home, which affects their work and family livelihood. To alleviate the financial burden on families, the Ministry of Education previously announced the aforementioned guidelines on June 15, 110 (2021) and processed the application for children's family epidemic support subsidies through "online collection" and "collection via Automated Teller Machines (ATMs) of financial institutions." |
| III. | In order to assist families with children who do not have National Health Insurance cards and to consider the actual caregivers of the children, the aforementioned guidelines have been amended to add the "collection at post office counters" channel: |
| (I) | Collection at post office counters with savings and remittance services of Chunghwa Post Co., Ltd. |
| (II) | Collection period: From July 15, 110 (2021) to September 30, 110 (2021). |
| (III) | Recipient: One of the parents, guardians, or actual caregivers. |
| (IV) | Collection method: |
| 1. | For children who already have a National Health Insurance card: One of the child's parents, guardians, or actual caregivers shall bring their original ID card or residence permit, and the child's original National Health Insurance card, to the post office savings and remittance counter to sign and collect the subsidy in cash. |
| 2. | For children who do not have a National Health Insurance card: |
| (1) | If the child has an original household registration transcript or original ID card: One of the child's parents, guardians, or actual caregivers shall bring their original ID card or residence permit, and the child's original household registration transcript or original ID card, to the post office savings and remittance counter to sign and collect the subsidy in cash. |
| (2) | If the child does not have an original household registration transcript or original ID card: |
| A. | One of the child's parents, guardians, or actual caregivers shall mail the following supporting documents to the Department of Secondary Education, Ministry of Education for review: |
| (A) | A written pledge certifying that the applicant is the actual caregiver of the child. |
| (B) | A photocopy of the child's household registration transcript or household registration. |
| (C) | A photocopy of the applicant's ID card or residence permit. |
| B. | If the child's subsidy has not yet been collected and has been approved by the Department of Secondary Education, the Ministry of Education will issue an official letter to notify the applicant to bring the following supporting documents to the post office savings and remittance counter to process the application: |
| (A) | The original official letter of approval from the Department of Secondary Education, Ministry of Education. |
| (B) | A photocopy of the child's household registration transcript or household registration. |
| (C) | The original ID card or residence permit of the applicant. |
| IV. | Once the subsidy for the same child has been collected by one of the parents, guardians, or actual caregivers, no one else may collect it again through any channel, including online, ATM, or in person. |
