Subject: Reiterating that schools should pay attention to preventing students from accessing internet content harmful to their physical and mental development when conducting online teaching or playing videos. Details are as follows. Please acknowledge.
Details:
1. This Bureau's official letter of September 15, 110 (2021), document number 1100084646, is acknowledged.
2. In view of the rapid development of technology and the rise of diverse internet functions, internet information is rich and novel, catering to the adolescent psychological development's pursuit of new and exciting experiences, which can easily lead to internet addiction and neglect the importance of safe internet use. This includes issues such as cyberbullying, internet addiction, online transaction disputes, safe internet use, internet etiquette, internet legal knowledge, and live streaming, as well as problems arising from inappropriate online friendships (such as sexual harassment, sexual exploitation, or sexual assault).
3. To ensure students can safely use the internet at home and avoid browsing inappropriate information, the Ministry of Education has developed "Internet Guardian Angel 2.0" (desktop and mobile versions). This software provides filtering services for inappropriate browsing content for users of personal computers, smartphones, and tablets, and also includes functions for setting internet usage breaks and scheduled internet access times.
4. Please strengthen publicity in your schools and check whether the strict filtering mode is enabled when classes conduct online teaching to prevent children from watching inappropriate videos. Timely educate students on the correct use of the internet and cultivate the information literacy they should possess. Utilize parent-teacher meetings or other relevant occasions for promotion, and ask parents to download and use the Internet Guardian Angel free of charge from the promotion website.
5. If you encounter any other internet content harmful to the physical and mental health of children and adolescents, including text, images, or audio-visual content that is obscene, nude, bloody, or violent, please file a complaint directly on the official website of the iWIN Network Content Protection Agency (Website: https://www.win.org.tw/appeal).
