For your information, attached is the "Taoyuan City Government 2022 Employee Assistance Program Implementation Plan".

Description:
To continue to implement the Mayor's advocacy of a healthy government philosophy and create a supportive workplace environment, an annual Employee Assistance Program (EAP) implementation plan is established each year based on the results of needs surveys. The 2022 plan aims to achieve the strategic goals of "Healthy Foundation, Sustainable Workforce, and Effective Assistance" by developing various employee physical and mental health promotion measures to boost morale and service efficiency. The key points of the plan are explained as follows:
(1) Healthy Foundation: Motivating employees to wisely manage their personal health capital. This involves assisting our colleagues in comprehensively assessing their current physical and mental status and resources, and guiding them to take responsibility for their self-health management and care. Furthermore, through various lectures and activities, we aim to foster a positive and friendly workplace atmosphere to maintain the foundation for our colleagues' physical and mental health and work-life balance.
(2) Sustainable Workforce: Continuously investing in work and the ability to respond to potential issues. In addition to providing assistance programs for frontline service personnel, caregivers, and HR personnel based on needs survey results, the following programs are planned:
1. "Engineering Moves Forward, Hope Never Ends" Program: The core personnel of various major engineering construction projects in the agencies under this government are crucial. This program plans to provide psychological assessments for engineering personnel and interview supervisors to develop service measures that closely meet their needs.
2. "Journey Together, Partners Unite" Program: To shorten the adaptation time for new employees, experienced local colleagues will be trained as care providers to offer close and timely support to new hires, thereby enhancing team cohesion.
3. "Leadership on the Line" Program: Supervisors are key personnel in promoting various city affairs and are central figures influencing team and organizational atmosphere. To promptly detect abnormal signs in personnel and reduce the impact of risk events on the organization, this program plans sensitivity training lectures for supervisors and informational sessions on management consulting services. This aims to dispel negative myths associated with management consulting and upgrade management effectiveness.
(3) Effective Assistance: Integrating resources effectively for appropriate intervention. By establishing and integrating professional resources from various fields within and outside the city government, we ensure that city government employees or agencies facing crisis events can seek assistance from professionals in corresponding fields. Standard operating procedures and dedicated forms for individual employee consultations, involuntary cases, and crisis cases are established to intervene systematically, effectively reduce the impact of events, and minimize the scope of influence.
