Registration matters for the "2022 Hakka Language Proficiency Basic Certification" and the "2022 1st Hakka Language Proficiency Intermediate and Advanced Certification".

Subject: To inform you about the registration for the "2022 Hakka Proficiency Test (Beginner Level)" and the "2022 1st Hakka Proficiency Test (Intermediate and Advanced Levels)" commissioned by the Hakka Affairs Council and organized by National Taiwan Normal University. We encourage enthusiastic participation. Please be informed.
Details:  
I. In accordance with the official letter from National Taiwan Normal University dated December 27, 2021 (Ref: 1101055918), the official letter from this Bureau dated July 16, 2021 (Ref: 1100060132) (received), and the resolution from the meeting held on June 28, 2021, between the Hakka Affairs Bureau of this Municipality and this Bureau regarding how to promote the Hakka language among Taoyuan City's educators and students.
II. The "2022 Hakka Proficiency Test (Beginner Level)" will be held nationwide on Saturday, September 3, 2022, and Sunday, September 25, 2022. This year, there are also multiple sessions held monthly. Please refer to the attached brochure for details.
III. The "2022 1st Hakka Proficiency Test (Intermediate and Advanced Levels)" will be held on Sunday, March 27, 2022. The registration period is from Friday, December 17, 2021, to Friday, January 28, 2022.
IV. For the aforementioned Hakka Proficiency Tests (Beginner, Intermediate, and Advanced Levels), applicants under 19 years old are exempt from the registration fee. Applicants over 19 years old will be charged a registration fee of NT$250 (New Taiwan Dollars, hereinafter the same). There are incentive measures for civil servants and teachers who pass the certification. The toll-free service hotline for test registration is 0809-090-040.
V. To encourage current teachers to participate in the native language proficiency certification, this Bureau has established the following incentive measures:
(1) In accordance with the "Regulations on the Qualifications and Employment of Hakka Teachers in Senior High Schools, Elementary Schools, and Kindergartens" and the "Revised Measures for Improving the Professional Competence of Native Language Teachers in Junior and Senior High Schools," schools should have teachers or teaching support staff who have passed the intermediate or advanced Hakka proficiency certification to teach native languages. This is also included as an assessment indicator for general subsidies. If your school has a need for Hakka teachers, please actively encourage teachers to participate in the certification.
(2) Participants who pass the test will receive gift certificates and administrative commendations in accordance with the "Incentive Plan for Taoyuan Municipal Senior High School, Elementary School, and Kindergarten Staff Participating in Native Language Proficiency Certification" and the "Incentive Points for Taoyuan Municipal Senior High School and Elementary School Teachers Participating in Native Language Proficiency Certification." Those who pass the basic or beginner level will receive a NT$1,000 gift certificate and one commendation. Those who pass the intermediate level will receive a NT$3,000 gift certificate and two commendations. Those who pass the advanced or higher level will receive a NT$5,000 gift certificate and one merit citation. Teachers who pass the advanced certification and are actually teaching will have additional commendation mechanisms.
VI. The resolution from the meeting held on June 28, 2021, between the Hakka Affairs Bureau of this Municipality and this Bureau regarding how to promote the Hakka language among Taoyuan City's educators and students is to set a goal of 2 students passing the certification per class for classes offering elective native language (Hakka) courses in the city's junior and senior high schools. Please encourage students to register for the certification.
VII. Attached are the "2022 Hakka Proficiency Test (Intermediate and Advanced Levels) Brochure" and the "2022 Hakka Proficiency Test (Beginner Level) Brochure," each in one copy.
