Furthermore, the Ministry of Education's letter No. 0940036607 dated March 21, 94, states that for teachers concurrently holding administrative supervisory positions in public senior secondary and below schools, their primary role is that of a teacher. Any classes missed during their leave are covered by qualified substitute teachers who receive hourly substitute teaching fees, and there is no issue of paying academic research allowance based on the acting position.
3. Therefore, considering the vacancies, leave, or unpaid leave of principals or teachers concurrently holding supervisory positions in public senior secondary and below schools, their acting personnel (who are teachers) are acting in their administrative roles. In reference to the definition of academic research allowance in Article 13 of the Regulations on Teacher Remuneration, the academic research allowance for the acting personnel (who are teachers) should be based on the allowance they receive for their primary role.
