Inform you about the amendment by the Executive Yuan to the "Notes for Personnel of the Executive Yuan and its affiliated agencies (organizations) traveling to Hong Kong or Macau".

For your information, the Executive Yuan has amended the "Notes for Personnel of the Executive Yuan and its Affiliated Agencies (Organizations) Traveling to Hong Kong or Macau."

Details:
1. In accordance with the letter from the Taoyuan City Government dated September 10, 113 (2024), ref. No. 1130240745, which forwarded the letter from the Executive Yuan dated August 26, 113 (2024), ref. No. 1131019532.

2. According to Article 6 of the "Notes for Personnel of the Executive Yuan and its Affiliated Agencies (Organizations) Traveling to Hong Kong or Macau" (hereinafter referred to as the "Notes"), "Personnel of central agencies (organizations) other than the Executive Yuan and all levels of local agencies (organizations) traveling to Hong Kong or Macau may refer to these Notes." To mitigate potential risks for personnel of the Taoyuan City Government Department of Education and its affiliated agencies and schools traveling to Hong Kong or Macau, it is proposed to follow the amended Notes.

3. The amended Notes are effective from August 26, 113 (2024). The main amendments are summarized as follows:
(1) To clarify the modes of travel to Hong Kong or Macau, Article 1 of the Notes has been amended to include transit or transfer via airports or ports in Hong Kong or Macau by aircraft, vessels, or other means of transportation to other countries or regions.
(2) To avoid encountering risks, Article 3, subparagraph (5) has been added, recommending not to carry items that may violate the national security laws and regulations of mainland China, Hong Kong, and Macau. It is also recommended not to store relevant data on mobile phones, laptops, and social media platforms carried to Hong Kong or Macau.
(3) To provide necessary assistance, Article 3, subparagraph (7), item 2 has been amended. For personnel traveling to Hong Kong or Macau on official business, unless it involves classified information or is an urgent and temporary situation, the affiliated agency (organization) should notify the Mainland Affairs Council one week prior to the departure date, including the travel dates, itinerary, activities, member list, and contact information.
(4) To ensure personal safety, Article 4, subparagraph (2) has been added, advising to be mindful of remarks that may be accused of violating laws by the Hong Kong or Macau governments, and to avoid approaching or entering restricted areas or areas adjacent to restricted areas as defined by the Hong Kong "Safeguarding National Security Ordinance."

4. All personnel are requested to refer to the aforementioned amended Notes before traveling to Hong Kong or Macau. Regarding the reporting procedure newly added in Article 3, subparagraph (7), item 2, the Taoyuan City Government Department of Education had previously requested colleagues in a letter dated January 21, 110 (2021), to upload a copy of their registration in the "System for Taiwanese Residents Traveling to Hong Kong and Macau" as an attachment when applying for leave to travel to Hong Kong or Macau through the attendance system. Therefore, it is reiterated that colleagues traveling to Hong Kong or Macau on official business should also provide details of their travel dates, itinerary, activities, member list, and contact information in the "System for Taiwanese Residents Traveling to Hong Kong and Macau" and upload a copy of the registration to the attendance system.

5. Attached is one copy of the "Amended Notes for Personnel of the Executive Yuan and its Affiliated Agencies (Organizations) Traveling to Hong Kong or Macau."
