1. In response to the first imported case of COVID-19 in a northern high school announced by the Central Epidemic Command Center on March 15, 2020, and the requirement for a 14-day home quarantine for individuals returning to Taiwan from Level 3 countries in the "International Travel Recommendation Level" starting March 17, 2020, all schools are urged to strictly implement the aforementioned reporting regulations.
2. The key points of the aforementioned reporting are as follows:
(1) Proactively contact returning faculty, staff, and students: Schools must proactively contact all faculty, staff, and students (including international students) returning from abroad starting immediately to confirm whether home quarantine or self-health management is required.
(2) For those confirmed to require home quarantine after school contact: For Taiwanese faculty, staff, and students, they must undergo home quarantine at their own residence. However, schools are still requested to monitor and care for these faculty, staff, and students, and remind them that leaving their home quarantine residence without authorization will result in a penalty.
(3) For those confirmed to require self-health management after school contact: Remind these faculty, staff, and students that according to the Command Center's "Tracking and Management Mechanism for People at Risk of Infection," they should avoid public places as much as possible. Therefore, actively arrange for them to rest at home or in dormitories and not come to school.
(4) Recommendations from the Command Center: Starting March 16, 2020, students returning to Taiwan from abroad (including those with a travel history abroad in the past 14 days) who are not subject to the aforementioned home isolation/quarantine/self-health management should wear a mask at all times, wash their hands frequently, and measure their body temperature in the morning and evening until the 14-day period is completed, when going out and attending school.
(5) Prepare epidemic investigation data: Schools are requested to accurately record the course and activity records of faculty and students in accordance with the "Checklist for Preparedness in Response to the Severe Pneumonia with Novel Coronavirus Pneumonia Epidemic" to facilitate future epidemic investigations.
3. All schools are urged to keep track of the whereabouts of faculty and students stranded overseas and to update the information on the bureau's COVID-19 epidemic reporting system (https://cdc.csps.tyc.edu.tw/) at any time.
4. Attached are "Ministry of Education Notification" and "Tracking and Management Mechanism for People at Risk of Infection," one copy each. These can be downloaded directly from the bureau's "Homepage" (URL: https://www.tyc.edu.tw/) / "Pneumonia Prevention" / "Novel Coronavirus Prevention Zone."
